The policy locks in high landing fees and guarantees scarcity for the airports that operate. KLM faces no competition from new capacity. Cargo capacity shrinks. Business travel finds alternatives. Smaller cities in the Randstad compete for the scraps of a fixed pool. Meanwhile, the flights happen anyway, just with longer routing, more fuel burn, and more emissions per passenger. The planes land in Frankfurt or Brussels instead of Amsterdam.
