Dutch libraries have lost a quarter of their locations in fifteen years, as municipalities cut budgets. Few ask what happens to the communities that lose them.

Utrecht's Overvecht Library closed in 2019. The neighborhood never got another branch. By 2024, the Dutch public library system had lost 300 locations since 2009, shrinking from about 1,200 to roughly 900 sites. Most closures happened quietly, with little public debate.

Who decided these libraries were not worth keeping? Municipal budgets tightened after 2012. Provinces and cities blamed austerity. Library networks consolidated into "cultural hubs". In some towns, the old library building became a real-estate asset to sell or lease. Books and librarians left. No inquiry followed into what that meant for neighborhoods.

The libraries that survived often installed automatic checkout systems and cut staff hours. Savings went straight to the bottom line. Meanwhile, tech vendors sold self-service kiosks and app platforms to the remaining branches. The result looks efficient on a spreadsheet. It does not serve an elderly person needing computer help, or a child seeking a librarian's guidance.

A 2023 report from the Dutch Library Association (NBLC) showed library visits had fallen a third since 2010. Branch closures accelerated that decline. But the NBLC also found something the closures never addressed: neighborhoods with closed libraries reported higher isolation scores and lower school reading levels. The data existed. The cuts went ahead anyway.

A public library is not a luxury. It is an asset that redistributes knowledge to people who cannot afford what the private market offers. When a town closes a library and nobody protests, that town chose convenience over obligation. It chose balance over reach. The choice has quiet costs.
