ProRail released a damage assessment last week showing the Dutch rail network needs 50 billion euros in repairs over the next fifteen years. The state operator manages 8,000 kilometers of track, but funding has shrunk by 30 percent since 2015. Trains run late every day. Passengers wait on platforms while crews patch track that should have been replaced a decade ago.

The backlog is now so large that critical lines will not see major work until 2045 or later. Utrecht to Amsterdam, one of Europe's busiest routes, needs complete track replacement. The work is scheduled to begin after 2040. Passengers on that line already endure delays three days out of five. ProRail says it cannot move faster without a budget increase that the government refuses to authorize.

Budget ministers in The Hague cut transport spending to pay for housing programs and climate initiatives. Rail took the hit. While other European countries invested steadily in their networks, the Dutch government treated rail maintenance as an optional expense. The result is crumbling infrastructure and a backlog that compounds every year. Repair costs rise faster than the budget grows.

ProRail's own internal memos, obtained by journalists, show staff warned about this crisis in 2019. Management asked for 10 billion euros annually starting then. The government offered half that. Now ProRail admits the damage costs twice what early intervention would have cost. The agency made a choice to defer maintenance and face a bill later. Taxpayers will pay for that choice.

The rail network in the Netherlands will continue to degrade for another two decades regardless of what happens next year or the year after. Even if the government approves the full 50 billion euros tomorrow, crews need years to order equipment, hire workers, and schedule track closures. Passengers will live with this broken system while officials discuss money that may never arrive.
