Any expansion to a second runway or new terminal would require fresh environmental assessments and local government approval. Neither prospect looks politically viable today.

Airlines lose capacity. Cargo operators and budget carriers absorb the congestion costs. The airport itself profits from scarcity and high slot fees. Environmental groups claim victory, but the cap only halts growth, it cuts nothing.

The cap survives because no political party wants to fight the environmental battle again. Expanding Schiphol means upsetting wealthy suburban residents, and that is political poison. Easier to let prices ration slots than to endure years of protests.

Higher slot fees push small carriers to Eindhoven or Brussels. The cap protects rich postcodes and crushes regional competition. That saves a neighborhood, not the climate. It is environmentalism that protects the wealthy.
