£88 million. That is what Foreign Secretary Ed Miliband committed to Palestinian aid on September 24, announced at the UN General Assembly, with the government's published Defence Investment Plan already setting out how to fund a £15 billion increase in defence spending.

The gov.uk announcement set out what the money buys: medical consultations for up to 900,000 people through UK-supported healthcare facilities, rehabilitation and prosthetic treatment for 1,000 children with blast injuries, solid waste management for 900,000 people, and mental health support for 21,000. The total UK bilateral official development assistance budget for Palestine in FY 2026/27 is £127 million, a figure published in July 2026 as part of the FCDO's planned ODA programme country and regional allocations and noted in the September announcement.

The Defence Investment Plan, published jointly by the Ministry of Defence and HM Treasury on June 30, 2026, commits £298 billion to the armed forces over four years. It lifts NATO spending to 2.6% of GDP in 2026/27 and 2.7% from 2027-28 onwards. The government describes this as a move to warfighting readiness.

The plan's funding table, published by the Ministry of Defence and HM Treasury, shows how the bill is paid. Every department is required to cut 1% of its capital budget each year, generating £4 billion over four years. Asset sales add a further £1.1 billion. The Department for Transport faces £800 million in savings, including the potential cancellation of the A38 Derby Junctions and A46 Newark Bypass road schemes. The Department for Energy Security and Net Zero must find £2 billion. A further £4.7 billion is left to be confirmed at Budget 2026.

Within defence itself, the plan acknowledges cuts to existing capability. The Ministry of Defence and HM Treasury funding explainer states the government is "moving away from ageing traditional capabilities in many areas in favour of more advanced, more effective technology." The MoD must also generate £400 million from rationalising its estate and deliver £250 million in fraud recovery by 2029/30.

The Palestine allocation sits within the FCDO's official development assistance programme. But every pound committed at the UN is drawn from the same Treasury that is asking transport and energy departments to cancel road bypasses and reshape capital programmes.

The gov.uk announcement notes that since October 2023, UK humanitarian support in the Palestinian Territories has delivered sustained food assistance to more than 1.4 million people and improved water and sanitation for more than 830,000. The government is not being asked to choose between defending Britain and helping civilians in a warzone. It is being asked to explain why a £127 million Palestine ODA allocation is in place while the Defence Investment Plan asks every department to cut 1p from every pound of capital spending.

The £127 million Palestine allocation for FY 2026/27 is not a rounding error. It is a choice.
