The 1916 flood was not an anomaly. In 1926, another major flood struck the same regions, killing dozens more. The pattern was clear: aging dikes, poor maintenance, local governments fighting alone. Each disaster brought promises of reform. Each time, the lessons faded.
The most famous Dutch flood came in 1953, when a North Sea storm surge killed over 1,800 people across three countries. That disaster forced genuine change. Emergency dikes were built, water boards reorganized, engineering standards raised. But few people remember now that this catastrophe repeated an old tragedy. The 1916 and 1926 floods had already shown that the existing system was broken.
Why has the Netherlands forgotten its earlier floods? Partly because the 1953 disaster was so much worse, it eclipsed earlier events from public memory. Partly because each generation believes itself more modern, more prepared, than the last. Dike construction improved. Storm surge models grew better. But the underlying problem stayed the same: profit and comfort push us to build in dangerous places, and bureaucracy prevents costly maintenance until bodies float.
Today the country spends billions annually on water management. Engineers praise advanced systems. Yet homes still fill in low polders. Flood insurance stays cheap because officials insist the risk is small. We did not actually learn from the twentieth century. We just forgot the bill.
