They did not. The companies optimized for engagement. Engagement means time. Time means attention. Attention means data, which they sell to advertisers. The business model requires addiction. If the apps did not addict users, the companies would make less money. So they do not want to stop.

Few countries have moved beyond complaints. France fined Google 90 million euros in 2024 for manipulative design. The company paid it like a parking ticket and kept the same code running. The Netherlands banned TikTok's recommendation algorithm on one minor product for minors. TikTok removed that feature, added it back under a different name, and Dutch regulators said nothing. The real question is not whether these practices should be illegal. It is whether voters will accept that their children's brains are being actively farmed for profit, or whether they will finally demand that someone stop it.
