Who uses food banks has shifted. Twenty years ago, food banks served primarily homeless people and those without work. Today the typical user is working. A single parent with two jobs. A pensioner paying heating costs. A skilled worker whose hours were cut. People the welfare system counts as employed, housed, and secure, and therefore not really in need.

Governments act as if food banks solve the problem. They give money to charities that run them, declare the crisis handled, and move on. What they ignore is plain: if food banks boom, wages are not keeping up with costs. Rent takes half of income or more in large cities. Healthcare and childcare drain money faster than paychecks arrive. The gap between income and cost of living has become impossible.

The response from Brussels and national capitals is rhetoric without substance. "We support vulnerable people through partnerships with charities." They will order studies. They will form committees. They will not ask why wages stagnate while housing and energy costs explode.

Food banks are not the measure of a functioning welfare state. They are its gravestone. A society where record numbers of ordinary workers need charity to eat is not a society that works. It is a society that has chosen not to work for its people.
